Safeguarding at West End Community Centre

West End (Burnley) CIO, places the utmost importance on protecting the physical and emotional well-being of everyone who walks through our doors, especially children, young people, and adults at risk. We firmly believe that protecting the vulnerable is a shared responsibility, and we require every member of our staff and volunteer team to actively uphold this duty.


To ensure our centre remains a secure and supportive space where the community can flourish, safeguarding principles are woven deeply into our everyday operations and core values. We work closely with local statutory and voluntary agencies, operating in full alignment with the guidelines set out by the Lancashire Safeguarding Children’s Board and the Lancashire Safeguarding Adults Board.


How We Keep Our Community Safe

Our proactive approach to harm reduction and welfare is built upon a foundation of practical, everyday commitments:

  • Rigorous Recruitment & Support: We employ robust vetting procedures for all staff and volunteers. Once on board, our team receives regular supervision and role-specific safeguarding training to ensure their knowledge remains current.
  • Clear Standards of Behaviour: Everyone representing West End Community Centre operates under a strict Staff Code of Conduct that defines expected professional behaviours and boundaries.
  • Proactive Risk Management: We continuously monitor and review our activities through comprehensive risk assessments to prevent harm before it occurs.
  • Transparent Reporting & Accountability: We maintain straightforward, accessible systems for reporting concerns, backed by a culture where individuals feel safe speaking up.
  • Interagency Collaboration: We are committed to the responsible and prompt sharing of information with local authorities and partner agencies whenever an individual's safety is in question.

Reporting a Concern

If you have any questions, concerns, or need to report an incident internally, please reach out to our Designated Safeguarding Lead, 


External Local Contacts:If you are worried about the safety of a child or an adult at risk, you can also report your concerns directly to local authorities:


  • Immediate Danger or Emergency: Always dial 999 for the Police.
  • Concerns about a Child (Lancashire): Contact Children’s Social Care on 0300 123 6720. For non-emergencies, contact the Police on 101.
  • Concerns about an Adult (Lancashire): Contact the Police on 101 (or 999 in an emergency).
